Your letter of 5th. February last. McDonnell and his

wife who is a German American left here on Loong Sang to join Chiyo Maru at Hongkong. They are supposed to be going to Europe including Germany again on Red Cross work. Local newspaper up to now edited by him was pro-German and I learn confidentially that

auditors believe that he was in touch with German Consul, Russian

Rumour says he has a subsidy. His passport is in order and I

cannot ascertain that either of them has a German mission but

nevertheless both should be regarded with great suspicion.

Consul-General.
